Interactive Energy Governance
Projects and Networked Actors in the Northwest of Buenos Aires Province, Argentina

In Argentina, in the Northwest of Buenos Aires Province (NOBA), photovoltaic projects of varying scale tackle grid deficits or provide energy in isolated areas. Increasingly, collective projects bring together actors with diverse interests, resources, and capabilities. The objective is to analyze NOBA photovoltaic projects, their stakeholders, and how they interact. To this end, energy transition and governance theories are analysed and a qualitative methodology is employed, with a territorial and multi-scalar approach. Surveys, interviews, and geographic information tools were used. The results show heterogeneity across projects -in terms of installed capacity, applications, and progress-, and a map of key stakeholders. The paper contributes to understanding how technical capabilities broaden the role that local actors may play and how they interact in energy projects.
