Correlation of the Components in Risk Management for the Decentralized Autonomous Cantonal Governments of Tungurahua, Ecuador

Risk management plays a fundamental role in the territorial resilience of Ecuador, a country prone to natural disasters such as volcanic eruptions and hydrometeorological phenomena. This study examines the relationship between risk identification indices, risk reduction, and financial governance within the Decentralized Autonomous Governments (GADs) in Tungurahua. Utilizing a cross sectional quantitative correlational design and surveys directed at public officials, the Pearson correlation coefficient was applied to measure the connection between the perceived importance of these factors and the actual observed performance. The findings reveal a moderate negative correlation between risk identification and risk reduction, as well as a weak positive correlation between risk reduction and governance. Furthermore, it was found that there is almost no relationship between risk identification and governance. The study concludes that there are notable deficiencies in institutional coordination; therefore, it is recommended to improve the allocation of financial resources, promote good governance practices, and enhance community participation to strengthen effective comprehensive risk management.
